A simple overview of the 2023 ebike rebate programs
What follows is a quick introduction to the Colorado state, the Denver city and county ebike rebate opportunities.
Find out if you qualify for either one. And in some cases, you may qualify for both!
The Colorado State Rebate
The first application round for e-bike rebates has closed. The next round will open in mid-September. More details about the next application round will be available on this webpage soon. Sign-up for updates on the e-bike rebate program below to stay informed about upcoming applications rounds.

Application Process
Point-of-sale rebates are only available to those who complete a rebate application. The next application round for e-bike rebates will open in mid-September. During this application window, applicants will register their email in the system.
CEO will randomly select applicants from the first application round to complete their application for a rebate. Randomly selected awardees will be notified via email on Tuesday, August 22. If awarded a rebate, applicants have 48 hours to upload the required proof of residency and income-eligibility. Find the list of acceptable documentation below in the “Participant Eligibility” section.
As part of the application, applicants will be required to pre-select the rebate they want (e.g. e-bike, e-cargo bike, or adaptive e-bike). Once selected an applicant cannot change to another e-bike type.
Applications will be reviewed within 10 business days. If there are any issues with an application, the applicant will be contacted and will have 10 calendar days to fix the issues (e.g., provide additional or different documentation). Applications must be approved before rebates are issued. Failure to provide any of the required application information will prevent processing of the application.
All rebates must be used within sixty (60) calendar days of issuance. Only one rebate per person is available at this time. Rebates may only be redeemed at participating bike retailers in Colorado (see “Participating Retailers” section below). The rebate amount cannot exceed the purchase price of the e-bike, nor can it include taxes or shipping costs.

Participant Eligibility
To be eligible for an e-bike rebate, you must be a resident of the State of Colorado, 18 years of age or older, and income-qualified.
Proof of Address
Proof of a physical Colorado address is required. All documents must be dated within one year of application. Acceptable proof of address documents include:
Current valid Colorado Driver’s License or ID
Computer-generated bill (utility, credit card, doctor, hospital, etc.)
Printed bank statement
Pre-printed pay stub (from a period within the last 3 months)
First-class mail (from a government agency or court)
Current homeowner's, renter's, or motor vehicle insurance policy
Mortgage, lease, or rental contract
Transcript or report card from an accredited school
Motor vehicle registration
USPS Change of Address Form CNL107
DD Form 214
Individuals who are unable to provide any of these documents to verify physical State of Colorado address may be eligible to provide alternative documents. If you are unhoused in Colorado and receiving services from a government agency or non-profit organization, a dated letter on the organization's letterhead stating your situation may be accepted in place of one of the above documents.
Income Qualification
Income eligibility is determined by income and household size, based on the index Area Median Income (AMI) in an individual’s county of residence.
Low-Income Rebate
To meet the income-qualifications for the low-income rebate, your household income needs to be below 80% of the area median income (AMI).
Example: You live in Eagle County. There are 3 people in your household. Your household income would need to be below $85,200 to be eligible for the low-income rebate.
All proof of income documents must be dated within one year of application. Applicants must submit one of the following from the list of approved documents below:
First page of your 2022 Federal tax form 1040 (Line 11 – Adjusted Gross Income is used)
Proof of enrollment in any one of the following programs:
Social Security Disability Insurance (SSDI)
Supplemental Security Income (SSI)
If Social Security is the only source of income and individual is not required to file taxes, use form SSA-1099
State of Colorado Low-Income-Energy Assistance Program (LEAP)
Colorado’s Weather Assistance Program (WAP)
Xcel Energy’s Income Qualified DSM Programs (Line 11 – Adjusted Gross Income is used)
Xcel Income-Qualified Community Solar Garden Program
Supplemental Nutrition Assistance Program (SNAP)
Temporary Assistance for Needy Families (TANF)
Medicaid
Moderate-Income Rebate
To meet the income-qualifications for the moderate-income rebate, your household income needs to be between 80% - 100% of the area median income (AMI).
Example: You live in Eagle County. There are 3 people in your household. Your household income would need to be above $85,200 (80% AMI) but below $106,500 to be eligible for the moderate-income rebate.
All proof of income documents must be dated within one year of application. Applicants must submit one of the following from the list of approved documents below:
First page of your 2022 Federal tax form 1040 (Line 11 – Adjusted Gross Income is used)
Proof of enrollment in any one of the following programs:
Social Security Disability Insurance (SSDI)
Supplemental Security Income (SSI)
If Social Security is the only source of income and individual is not required to file taxes, use form SSA-1099
